Paul, is talking here. He is the least of the apostles.
Who was given the keys of the kingdom of heaven?
Matthew 16:19
And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.
In verse 18, it shows who this verse is being directed toward. He is talking to Peter. So the answer is Peter!
Who is all power given to in heaven and earth?
Matthew 28:18
And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
